TELECOMMUNICATIONS SPECIALIST

Installs, operates, maintains and repairs communications transmission systems, sub-systems and components. Installs, configures and programs multiplexers using military and commercial protocols. Upgrades software, modifies hardware and corrects equipment deficiencies on transmission sub-systems and components, and signal conditioning equipment. Performs preventive maintenance inspections on transmission systems and sub-systems. Maintains and utilizes test equipment. Maintains straps and configures cryptographic units. Generates configuration documentation (e.g.; cut sheets) for analog/digital signal conditioning equipment and wireless transmission systems. Conducts path profiles and engineers radio frequency path. Interprets satellite access authorizations. Develops, formats, and reviews after-action report documentation. Coordinates with external agencies e.g. Regional Space Support Center (RSSC) and other remote users including Defense Information Systems Agency (DISA). Tracks, accounts for and coordinates equipment status and location through host base. Performs systems trend analysis. Performs maintenance data collection and administers section Maintenance Standardization Program (MSEP). Develops, establishes and maintains work center training programs. Plans, schedules tasks, and training activities for drill status guard members. Oversees and conducts on-the-job training (OJT) for personnel. Creates and develops lesson plans. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Incumbent is responsible for mobilization readiness of section personnel and equipment. Ensures mobilization readiness of section personnel and equipment. Assembles cables and connectors to interface with commercial and military transmission systems and sub-systems. Completes proper documentation and follows procedures for incident reporting. Performs administrative duties for technical orders (TO) and work center files. Maintains bench stock, Contingency Operations/Mobility Planning & Execution System (COMPES) products, historical records, training records, Precision Measurement Equipment Laboratory (PMEL) equipment and records, hazardous waste, and safety procedures. Manages the installation spectrum management (ISM) program for the unit in coordination with National Telecommunications & Information Administration (NTIA) and Major Command (MAJCOM) spectrum frequency programs and managers utilizing PC-based software. Coordinates frequency requests with other agencies to de-conflict temporary frequency assignments. Performs additional duty assignment as Communications Security (COMSEC) responsible officer for work center. Performs other duties as assigned. Military Rank Requirements:

To qualify an applicant for any GS-0391 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the GS-0391 career levels:

Skilled in collecting and analyzing data effectively, efficiently, and accurately; in presenting formal training presentations and briefings; in the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; in applying procedures and directives by reading and interpreting program material. Knowledge of communications equipment, systems, services, and transmission media; Knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; to write English in reports and presentation formats; to communicate clearly and effectively; and, to apply specialized communications methods and analytical techniques. All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one-year on-the-job experience. Experience:
Service, Unit of Assignment, Rank, and Military Skill Set. The applicant must meet the position's specialized experiences and competencies in maintaining the ANG Combat Communications Squadron's radio frequency spectrum (RFS) program, wireless transmission systems to include radio and wireless Local Area Network (LAN) systems, and personal wireless communications systems (PWCS). Has skills and experiences in planning work, complying with acquisition programs, following implementation requirements, along with skill and technical abilities for the acceptance, installation, optimization and maintenance, security, and support of regulated and unregulated radio and wireless technology systems. Experiences included working with multiple interactive operating systems in support of command, control, communications and computers (C4) programs essential to the daily operations, training, and readiness missions at a Combat Communications Squadron. The applicant has an in-depth knowledge of radio propagation factors, including effects of antenna design, power, type of and characteristics of emission, frequency, and effects of terrain and skill in applying frequency design and architectural principles and concepts. Has a working knowledge of radio frequency propagation as related to atmospheric characteristics and potential for interference. Has experiences and skills to work with the operational and technical characteristics of communications-electronic equipment. Has a working knowledge of NGB policies, practices, and knowledge of sources of technical data, necessary to evaluate alternative approaches for satisfying user requirements or to review, develop, or interpret communications policies and procedures. Maintained a comprehensive knowledge of a wide range of telecommunications concepts, principles and practices:
i.e. HF, UHF, VHF, and satellite communications. Has a comprehensive knowledge of wireless LAN technology methods, techniques, procedures, and skills required to apply network design/architecture principles and concepts. Has a working knowledge of AF, ANG, and commercial-off-the-shelf (COTS) practices using industry standards. Experienced in applying the capabilities and limitations of wireless systems, programs, management tools, network protocols, network optimization, and acquisition management policies. Skilled in working the wide variety of digital and analog wireless communications requirements and operating techniques, and sources of data to evaluate complex requirements and proposals. As a working knowledge of electronic communications equipment, systems, services and transmission media along with basic electronics theory and operating principles. Has practical knowledge of maintenance, repair, installation and testing and the ability to use diagnostic equipment in order to apply electronic principles and theory, and use the equipment operating characteristics to isolate, analyze and determine the cause of malfunctions, understand design concepts, operations and capability for the primary purpose of correcting problems and optimizing various systems. Is knowledgeable of emerging technologies through reviewing technical periodicals, publications, commercial standards, or attendance at seminars. Experiences included working on ground-to-ground and ground-to-air radio frequency wireless communications systems. Managed and/or maintained in-garrison and deployed radio systems, land mobile radios, and high frequency/very high frequency/ultra-high frequency (HF/VHF/UHF) equipment and single-channel super high frequency (SHF) satellite transceivers. Skilled in operating radio nets operational readiness to include Military Affiliated Radio System (MARS. Experiences included work in developing plans and procedures to support emergency and contingency operations in support of state or national requirements. Skilled in maintaining the command, control, and communications (C3) console system. Experiences included advising and coordinating the installation and repair for C3 consoles, such as, Command Post, Maintenance Operations Center, Security Forces, and Fire Department consoles.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
