The Rhode Island National Guard traces its history from the first colonial defensive force established in the town of Portsmouth, Rhode Island in 1638. Today, the Rhode Island National Guard consists of dedicated men and women, prepared to serve our State and Nation in a variety of military specialties.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Rhode Island Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not current members of the Rhode Island Air National Guard must be eligible for immediate membership and employment in the Rhode Island Air National Guard in the military grade listed in this announcement.
TEMPORARY TECHNICIAN APPOINTMENT/TEMPORARY PROMOTION .Selected individual may receive a temporary technician appointment or temporary promotion/reassignment. Persons appointed with temporary status may be separated when their services are no longer needed. If a permanent/indefinite excepted status employee at the same grade level as this announcement is selected, Nature of Action will be Reassignment; tenure will not change. If a permanent/indefinite excepted status employee is selected at a higher grade, Nature of Action may be Temporary Promotion. This temporary technician appointment/temporary promotion is NTE 30 September 2014initially, unless mission requirements dictate an extension accordingly. Permanent Appointment will require competitive procedures.

This position is located in an ANG Combat Communications Squadron. The purpose of the position is to provide technical expertise and guidance relating to the equipment used to support the worldwide mission of the squadron. Specific responsibilities involve operations and maintenance of sophisticated communications-electronics systems and associated support equipment. Equipment includes multiple transmission systems, Local Area Networking (LAN) and Wide Area Networking (WAN) equipment, messaging equipment, telephone switching systems, multiplexing equipment, powered support systems, heating and air conditioning equipment, unit transportation capabilities, etc. Specialized knowledge of communication-electronics, telecommunication systems, and computer networks is required.
Must be a member of the RIANG, or a ANG member willing to transfer. Must be an Enlisted Airmen or Sergeant E-4 through E-7. Temporary Appointments/Temporary Promotions are time-limited and are not subject to AFSC or unit of assignment criteria A minimum of A
Certification. Background Criminal Investigation required prior to appointment. Must have a valid state driver's license.
Brief Description of Duties: Provides specialized expertise and guidance to squadron operations flight personnel on a wide variety of sophisticated, highly complex tactical communications and support equipment. Guidance relates to combat communications equipment capabilities as well as integration processes and procedures. Collects, analyzes, interprets, and provides specialized information about assigned equipment to unit equipment operators and maintainers who test, supply, operate, repair, and dispose of equipment. Identifies and recommends practical solutions to squadron maintenance personnel relating to unusual or unique maintenance problems. Develops, implements, inspects, or revises local equipment maintenance programs. Recommends changes to technical manuals, maintenance service letters, technical bulletins, and a variety of supplementary documents. Works with higher command, as well as with vendors and manufacturers to identify and resolve equipment specific problems and weaknesses.
Maintains and examines records of maintenance work performed. Investigates trends involving reports of incidence of repair and abnormal consumption of man-hours and materiel. Performs studies and analyses of causes, and identifies and recommends corrective measures involving work processes and repair parts. Reviews, analyzes, and evaluates deficiency and failure reports and recommends equipment modifications. Prepares maintenance work analyses indicating the amount of time used to repair various types of equipment. Tracks costs of equipment maintenance and related items. Uses this information to determine where various types of training should be given, and cost saving methods implemented.
Provides Client Systems Technician (CST) (Help Desk) support to Local Network Users.
GENERAL
Experience: Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blue prints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems.
SPECIALIZED
Experience: Must have at least 24 months experience, education or training which provided knowledge and skill in applying principles, concepts, and methods of equipment design. Experience in the use of tools and test equipment.Experience developing, installing, inspecting or revising equipment maintenance programs and techniques.
MILITARY REQUIREMENTS: Employment in this position requires membership in theRhode Island Air National Guard.

Substitution of education for specialized
Experience: High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time hours, or the equivalent) for the first 12 months of the required experience. For experience in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for six months of experience. Each 30 semester hours credited must have included at least 6 semester hours of courses which are directly related to the type of work of the position.
